The power is still there, but no monarch has used any of their powers to halt any legislation (or anything more dramatic) since Queen Victoria.

If the Queen did do anything like that, I think we would have a bloodless (hopefully) revolution abolishing the monarchy. She is a figurehead, nothing more, nothing less.
